The following is tailored to Best Bay Apartments dba Riaz Capital business which conducts essential critical infrastructure business services including real estate development, transactions, investment and asset management. This SPP also incorporates local, state and Federal and public health guidelines including California state-level guidance as well as CDC, Cal-OSHA and Alameda County Public Health Department guidance.

The State of California Requires all businesses to:

  • Perform a detailed risk assessment and implement a site-specific protection plan (SPP).

  • Train employees on how to limit the spread of COVID-19, including how to screen themselves for symptoms and stay home when symptomatic.

  • Implement individual control measures and screenings.

  • Implement cleaning and disinfecting protocols.


Signage Throughout the building explicitly states:

  • Avoid entering or using the facility if you have COVID-19 symptoms.

  • Sneeze and cough into a cloth or tissue or, if not available, into one’s elbow.

  • Wash hands often.

  • Wear face coverings in accordance with local, state and federal guidelines that may evolve.

Covid 19

Coronaviruses are a family of viruses that can cause illnesses such as the common cold, severe acute respiratory syndrome (SARS) and Middle East respiratory syndrome (MERS). In 2019, a new coronavirus was identified as the cause of a disease outbreak that had not previously been seen in humans. The virus is now known as the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), and the disease it causes is called coronavirus disease 2019 (COVID-19).  People at risk are those who have recently traveled to/from affected countries, and those in close contact with infected individuals. For the latest information on the symptoms, prevention, and treatment of coronavirus, visit the CDC COVID-19 Webpage.


Symptoms of Covid-19

Infection with SARS-CoV-2, the virus that causes COVID-19, can cause illness ranging from mild to severe and, in some cases, can be fatal. COVID-19 affects people in different ways, and infected people have reported a wide range of symptoms from no symptoms (asymptomatic) to mild symptoms to severe illness. Symptoms may appear 2 to 14 days after exposure to the virus. The CDC indicates that individuals with COVID-19 may experience the following symptoms:

  • Coughing

  • Shortness of breath or difficulty breathing

  • Fever or chills

  • Muscle or body aches

  • Headaches

  • Sore throat

  • New loss of taste or smell

  • Congestion or runny nose

  • Nausea or vomiting

  • Diarrhea

  • Fatigue

This list does not include all possible symptoms. The CDC will continue to update the list as they learn more about COVID-19 (CDC COVID-19 Symptoms).


How COVID-19 Spreads

The virus that causes COVID-19 is thought to spread mainly from person to person through respiratory droplets produced when an infected person vocalizes, exhales, coughs, or sneezes. These droplets can enter the respiratory tract (mouth, nose, and lungs) of people who are nearby and cause infection. Particles containing the virus can travel distances, especially indoors, so physical distancing must be combined with other controls, including wearing face coverings and hand hygiene, to be effective. Spread is more likely to occur when people are in close contact with one another (e.g., less than six (6) feet) when respiratory droplets are produced. Although it is not considered to be the primary way the virus spreads, transmission may also be possible by individuals touching a surface or object that has the virus on it and then touching their own mouth, nose, or eyes.

People are thought to be most contagious when they are the most symptomatic (e.g., experiencing fever, cough, and/or shortness of breath). However, some spread might be possible before people show symptoms and when people show no symptoms at all (asymptomatic transmission).

As of June 15, 2021, the Governor terminated the executive orders that put into place the Stay Home Order and the Blueprint for a Safer Economy. He also phased out the vast majority of executive actions put in place since March 2020 as part of the pandemic response, leaving a subset of provisions that facilitate the ongoing recovery.

The public health order effective June 15 supersedes all prior health orders. The order has limited restrictions, only related to masking and mega-events, as well as settings serving children and youth.


Individual Control Measures and Screenings:

Individual Control Measures and Screenings:

  • Artthaus Studios will continue to follow local, state and federal guidelines as well as consider an analysis of business, department and individual role needs.  Particular consideration of circumstances will be given to  employees above the age of 60 and those with underlying health issues who are at increased risk for more severe disease if infected.  Appropriate documentation from a medical provider may be required.

Face Coverings

As of August 3, 2021 Alameda county requires everyone 2 years of age and older to wear a mask, regardless of vaccination status, in indoor public settings and businesses.   This may evolve and may be subject to change. Full health officer order found here

Artthaus Studios will follow relevant local, state and federal guidance and provide relevant policy updates via email.

PLEASE NOTE - Until further notice, regardless of vaccine status or local, state and federal guidelines, Artthaus building staff will continue to wear face coverings (except when alone in a closed space or actively eating or drinking) and practice distancing wherever possible.

Self-Screening Requirement

  • All staff and BBA/Riaz Capital employees have been provided with required information for self- symptom screenings at the beginning of their shift and when entering the worksites.

  • The following are the required screening questions as outlined by CDC guidance:

  1. Within the last 10 days have you been diagnosed with COVID-19 or had a test confirming you have the virus?

  2. Do you live in the same household with, or have you had close contact* in the past 14 days with someone who has been in isolation for COVID-19 or had a test confirming they have the virus? “Close contact” is defined as living in the same house, being an intimate partner, being a caregiver, or being within 6 feet of an individual for 15 min or longer who has COVID-19 or a period of a cumulative 15 minutes within a 24 hour period.

  3. Have you had any one or more of these symptoms today or within the past 24 hours, which is new or not explained by a reason other than possibly having COVID-19? Fever, Chills, or Repeated Shaking/Shivering, Cough, Sore Throat, Shortness of Breath, Difficulty Breathing, Feeling Unusually Weak or Fatigued, Loss of Taste or Smell, Muscle pain, Headache, Runny or congested nose, Diarrhea, Nausea or Vomiting.

     Types of protective equipment provided to staff employees at this worksite location include:

  • Face Coverings including N95 masks.

  • Gloves.

  • Construction workers - face coverings, gloves, other PPE relevant to tasks being performed.

  • Additional Control measures implemented at this worksite include:

  • The Building and Company strongly encourages vaccination.

  • The Company has conducted various training sessions for all employees.

  • Required sign in for visitors and guests with screening questions to limit risk of exposure to Covid - 19.

  • Limited entries and exits for non members to ensure proper screening of anyone who enters.

  • Markers on the ground to ensure social distancing in the main entrance.

  • Company Health and Safety Policies and Guidelines.

  • Tour protocols.

  • Air purifiers in shared conference rooms and entry lobby.

  • Vendor screening policies.

  • Testing of employees and staff who have engaged in activity that could create a risk of exposure.


Cleaning and Disinfecting Protocols:

Thorough cleaning in high traffic areas is performed regularly. Commonly used surfaces are frequently disinfected at a minimum 3 times per day.

  • All shared equipment and touchable surfaces are cleaned and sanitized between each use.

  • Customer entrances and exits, and frequently used equipment are equipped with proper sanitation products, including hand sanitizer and/or sanitizing wipes.

  • Hand washing facilities will be made available and will stay operational and stocked at all times and additional soap, paper towels, and hand sanitizer are supplied when needed.

  • Sanitizing supplies are provided to promote employees’ personal hygiene. This may include tissues, no-touch trash cans, hand soap, adequate time for hand- washing, alcohol-based hand sanitizers, disinfectants, and disposable towels.

  • Cleaning products are used that meet the Environmental Protection Agency (EPA)’s- approved for use against COVID-19 list.

  • Employees are provided adequate time to implement cleaning practices before and after shifts.

Schedule for Disinfecting High Traffic Areas and Commonly Used Surfaces: - need to confirm

  • Front entrance doors - every 2-3 hours

  • Envoy visitor kiosk is cleaned after each use

  • Front Desk area - 2 times daily, sometimes more frequently

  • Leasing lounge - once daily

  • Company kitchen area - every 2-3 hours

  • Lounge - every 2-3 hours

  • Conference rooms in main lounge - after each use

  • Other conference rooms - once daily

  • Kitchen area of lounge - every 2-3 hours

  • Mail room - daily

  • Copy machines/scanners - as needed

  • Roof deck - minimum 2 times daily (maximum occupancy 14 people)

  • Restrooms:

  • Near front desk - every 2-3 hours

  • In lounge area - every 2-3 hours

  • In first-floor hall - every 2-3 hours

  • Others - every 2-3 hours

  • Elevator - every 2-3 hours

  • After move outs - thorough cleaning is conducted.


Artthaus Studios Events Policy

Events hosted by Artthaus Studios

All events hosted by Artthaus studios will require participants to provide proof of Covid - 19 vaccination or a negative Covid - 19 test within 48 hours of the event.  All submitted testing must be FDA approved.  Further details will be provided in an event invitation but relevant information should be provided at the time of confirmation of attendance of the event.

Proper proof of vaccination includes the following along with corresponding proof of identifications such as a driver’s license or identification card.

• COVID-19 Vaccination Record Card (issued by the Department of Health and Human Services Centers for Disease Control & Prevention or WHO Yellow Card1) which includes name of person vaccinated, type of vaccine provided and date doses administered)

• A photo of a vaccination card as a separate document

• A photo of the guest's vaccine card stored on a phone or electronic device

• Documentation of vaccination from a healthcare provider

Private events

Private events at Artthaus studios must be within the member unit with appropriate capacity based on unit size or in the designated event space.

The host of the event is responsible for following local, state and federal guidelines as it relates to Health and Safety to ensure the limit of exposure or spread of Covid - 19.  All guests and participants will be required to answer screening questions upon entry into the building and further screening measures are recommended specific to the event.  If there is a known positive case that is also during the high risk exposure period, the host is required to disclose this information to the building staff so that necessary remedial measures such as cleaning and appropriate disclosure can be communicated.


HVAC System:

The HVAC systems servicing the vast majority of the building work in such a way that each unit does not share air with any other units. For most of the building, the units have fan coil systems that recirculate the same air in that space with a filter system. Many of the spaces also suck outside air into the unit which is then recirculated with a filter system. Many HVAC companies are hard at work to develop new technologies that could be effective in terms of air flow and filtering systems to eliminate the possibility of the virus. We will continue to monitor new technologies and make decisions about additional HVAC systems or additions as new options develop.

Below gives more of a summary of the systems for each part of the building:

  • Each ground floor A, B, C, & D - Suite that has HVAC has its own HVAC system. Each individual suite also has a fresh air fan, which is not part of the HVAC system, that pulls in fresh air from outside, and that fresh air is then recirculated within the suite throughout the day by the wall mounted fan coils. These fan coils have filters in them, which do not capture all airborne pathogens, but do clean the air of some particulates. No A, B, C, or D Suite HVAC systems are shared between units.

  • Main entry area - Has two rooftop units that blow air into each of the spaces and then return the air back through the unit, filter the air with MERV 8 Filters, pull in fresh air, and blow the air back into all the spaces again. Individual spaces are individually isolated and pull in their own fresh air from outside roof locations. The HVAC units in the main entry supply conditioned and filtered air throughout each individual space. This air is then returned back to the unit through a return register in each space. This return air is mixed and diluted with fresh air from outside and filtered with a MERV 8 filter which captures particulates down to 3 microns. It is then heated or cooled and re-supplied throughout the space. This means shared common rooms will share some air.

  • Corridors - On the ground floor and 2nd floor have fresh air fans that pull air from outside and blow it through the corridor.

  • F & Gs - Individual suite window-mounted units only. No mixing between suites.

  • E5 & E3 - Both units have their own HVAC system. Each individual suite also has a fresh air fan, which is not part of the HVAC system, that pulls in fresh air from outside, and that fresh air is then recirculated within the suite throughout the day by the wall mounted fan coils. These fan coils have filters in them, which do not capture all airborne pathogens, but do clean the air of some particulates. No HVAC systems are shared between units.

  • E1 , E2 (Base of Tower) - These spaces are individually isolated and each pull in their own fresh air from outside roof locations. The equipment here pulls a mix of air in the room and fresh air from outside and runs it through a MERV 8 filter in a ducted fan coil and blows it throughout each suite, separately. Offices within E1 will share air with each other that has been filtered by a MERV 8 filter, but will not share any air from E2 or anywhere else in the building.

  • E4 -Has individually isolated equipment which pulls a mix of air in the room and fresh air from outside and runs it through a MERV 8 filter in a ducted fan coil and blows it throughout the unit. Offices within E4 will share air with each other that has been filtered by a MERV 8 filter, but will not share any air from anywhere else in the building. E4 also has wall mounted fan coils in the conference rooms that recirculates the air in that specific conference room.

  • E7, E8, E9 (Tower 3rd, 4th, 5th) - These spaces are individually isolated and each pull in their own fresh air from outside roof locations. The equipment here pulls a mix of air in the room and fresh air from outside and runs it through a MERV 8 filter in a ducted fan coil and blows it throughout each suite, separately. Offices within E1    will share air with each other that has been filtered by a MERV 8 filter, but will not share any air from E2 or anywhere else in the building. They each are independent of one another, however any room (offices/conference) built within each space will be sharing the same filtered air.

  • H1 - This space is individually isolated and pulls in its own fresh air from outside roof locations. The HVAC units in H1 supply conditioned and filtered air throughout the open space and into individual offices. This air is then returned back to the unit through a return register in the open space. This return air is mixed and diluted with fresh air from outside and filtered with a MERV 8 filter which captures particulates down to 3 microns. It is then heated or cooled and re-supplied throughout the space. This means one private office within H1 does share diluted and filtered fresh air with another private office within H1

  • H2 - This space is individually isolated and pulls in its own fresh air from outside roof locations. The HVAC units in H2 supply conditioned and filtered air throughout the open space and into individual offices. This air is then returned back to the unit through a return register in the open space. This return air is mixed and diluted with fresh air from outside and filtered with a MERV 8 filter which captures particulates down to 3 microns. It is then heated or cooled and re-supplied throughout the space. This means one private office within H2 does share diluted and filtered fresh air with another private office within H2.

  • H3 - This space is individually isolated and pulls in its own fresh air from outside roof locations. The HVAC units in H3 supply conditioned and filtered air throughout the open space and into individual offices. This air is then returned back to the unit through a return register in the open space. This return air is mixed and diluted with fresh air from outside and filtered with a MERV 8 filter which captures particulates down to 3 microns. It is then heated or cooled and re-supplied throughout the space. This means one private office within H3 does share diluted and filtered fresh air with another private office within H3.

  • H5, H7 - These spaces are individually isolated and pull in their own fresh air from outside roof locations. The HVAC units in H5 and H7 supply conditioned and filtered air throughout each office. This air is then returned back to the unit through a return register in each space. This return air is mixed and diluted with fresh air from outside and filtered with a MERV 8 filter which captures particulates down to 3 microns. It is then heated or cooled and re-supplied throughout the space. This means these two rooms will share some air.

  • H9, H11 - These spaces are individually isolated and pull in their own fresh air from outside roof locations. The HVAC units in H9 and H11 supply conditioned and filtered air throughout each office. This air is then returned back to the unit through a return register in each space. This return air is mixed and diluted with fresh air from outside and filtered with a MERV 8 filter which captures particulates down to 3 microns. It is then heated or cooled and re-supplied throughout the space. This means these two rooms will share some air.

  • H4, H6 - These spaces are individually isolated and pull in their own fresh air from outside roof locations. The HVAC units in H5 and H6 supply conditioned and filtered air throughout each office. This air is then returned back to the unit through a return register in each space. This return air is mixed and diluted with fresh air from outside and filtered with a MERV 8 filter which captures particulates down to 3 microns. It is then heated or cooled and re-supplied throughout the space. This means these two rooms will share some air.

  • H8, H10, H12 - These spaces are individually isolated and pull in their own fresh air from outside roof locations. The HVAC units in H8, H10, and H12 supply conditioned and filtered air throughout each office. This air is then returned back to the unit through a return register in each space. This return air is mixed and diluted with fresh air from outside and filtered with a MERV 8 filter which captures particulates down to 3 microns. It is then heated or cooled and re-supplied throughout the space. This means these three rooms will share some air.


Exclusion of COVID-19 Cases

Where we have a COVID-19 case in our workplace, we will limit transmission by:

Ensuring that COVID-19 cases are excluded from the workplace until our return-to-work requirements are met.

Employees who have potential COVID-19 exposure by having close contact with a COVID-19 case will also be:

  1. Excluded from the workplace in accordance with state and local health department requirements following a potential COVID-19 exposure (i.e., 10-14 days), unless the exposed employee is fully vaccinated (or certain employees who have tested positive for COVID-19 previously) and is asymptomatic.

  2. Offered COVID-19 testing at no cost during their working hours, and informed about COVID-19 testing options.

  3. Provided with information regarding COVID-19 related benefits to which the employee may be entitled under applicable federal, state and local laws.

Investigating whether any workplace conditions could have contributed to the risk of COVID-19 exposure and what could be done to reduce exposure to COVID-19 hazards.

Temporarily closing the general area where the infected employee or guest worked/visited until appropriate cleaning and disinfection has been completed. If possible, open outside doors and windows and use ventilating fans to increase air circulation in the area.  Wait 24 hours or as long as practical before cleaning and disinfecting the area.

Conduct deep cleaning of the entire general area where the infected employee(s) worked and may have been, including break rooms, restrooms and travel areas with a cleaning agent approved for use by the EPA against the COVID-19. Custodial personnel cleaning the area must be equipped with a proper PPE for COVID-19 disinfection (disposable gown, gloves, eye protection, or mask, if required).

Fully vaccinated employees who have COVID-19 or have had COVID-19 exposure and exhibit COVID-19 symptoms will also be excluded. However, fully vaccinated employees who had a COVID-19 exposure but who are asymptomatic do not need to be excluded but may be requested to test, depending on the circumstances.


Reporting and Notice of Covid - 19 Positive Case at the Worksite:

The Artthaus Safety Team will send a building communication if there was a Covid case who worked in any common areas of the building during the high risk exposure period and provide as much information as possible conforming to local, state and legal limitations including the protection of private health information.

  • Alameda County Public Health is notified of all positive COVID-19 cases as well.

  • Any potential exposure will be disclosed to an individual. If an employee is diagnosed with COVID-19, Alameda County Public Health will provide assistance in the assessment of potential worksite exposures, and any recommended testing, quarantine, or isolation instructions. HR also has a clear and swift protocol that is informed by local, state and federal guidelines.

  • Employers and employees are aware that they can contact Alameda County Public Health if a suspected exposure has occurred at: Alameda County Public Health Department (510) 268 -2101 [email protected].


Reporting, Recordkeeping, and Access

It is our policy to:

  • Report information about COVID-19 cases at our workplace to the local health department whenever required by law, and provide any related information requested by the local health department.

  • Report immediately to Cal/OSHA any COVID-19-related serious illnesses or death, as defined under CCR Title 8 section 330(h), of an employee occurring in our place of employment or in connection with any employment.

  • Maintain records of the steps taken to implement our written COVID-19 Prevention Program in accordance with CCR Title 8 section 3203(b).

  • Make our written COVID-19 Prevention Program available at the workplace to employees, authorized employee representatives, and to representatives of Cal/OSHA immediately upon request.

  • Use our Investigating COVID-19 Cases form to keep a record of and track all COVID-19 cases. The information will be made as required by law, with personal identifying information removed.


Training:

Employees and building staff have been trained on the following topics:

  • Information from the Centers for Disease Control and Prevention (CDC) on COVID-19, how to prevent it from spreading, and which underlying health conditions may make individuals more susceptible to contracting the virus.

  • Further Information about Covid – 19 such as:

  • COVID-19 is an infectious disease that can be spread through the air.

  • COVID-19 may be transmitted when a person touches a contaminated object and then touches their eyes, nose, or mouth.

  • An infectious person may have no symptoms.

  • Particles containing the virus can travel more than six feet, especially indoors, so physical distancing must be combined with other controls, including face coverings and hand hygiene, to be effective

  • The importance of not coming to work if employees have a frequent cough, fever, difficulty breathing, chills, muscle pain, headache, sore throat, recent loss of taste or smell, or other COVID-19 symptoms, and the importance of obtaining a COVID-19 test and not coming to work if they or someone they live with have been diagnosed with COVID-19.

  • The importance of seeking medical attention if an employees’ symptoms become severe, including persistent pain or pressure in the chest, confusion, or bluish lips or face. Updates and further details are available on the CDC’s webpage.

  • The vulnerability of those 60 years of age or older and people with chronic medical conditions, and the need to practice particular caution to protect these groups.

  • The importance of frequent handwashing with soap and water, including scrubbing with soap for 20 seconds (or using hand sanitizer with at least 60% ethanol or 70% isopropanol when employees cannot get to a sink or handwashing station, per CDC guidelines).

    • Proper use of face coverings,

    • The importance of washing and/or sanitizing hands before and after using or adjusting face coverings.

    • Avoid touching eyes, nose, and mouth.

  • Face coverings to be washed after each shift.

  • Our COVID-19 policies and procedures to protect employees from COVID-19 hazards.

  • Information regarding COVID-19-related benefits to which the employee may be entitled under applicable federal, state, or local laws.
